Abstract
This article is basically divided into two parts. Part 1 deals with the cultural changes that have taken place in the society from Early Dynastic III to the Akkadian period involving the change from the city states to the central state, with particular reference to the governing political ideology. Part 2 of this study discusses changes in the material culture from the Early Dynastic III to the Akkadian period. This section discusses art, architecture, pottery, settlements, stelae, seals, and seal designs.
